vintage condition as pictured

This item belonged to my mom and was displayed in a glass showcase in a smoke-free home. We are also a smoke-free home but in case it matters to anyone- we have two small dogs- (pugs)
I am not a collector- I am only "familiar" with the items my mom collected over the years so please know I will do my best to describe these items to the best of my ability. In many cases, I will not be able to identify a name/brand or specific age period for these items.

This bear has measured about 3 inches when I laid him down on his back (still in the sitting position- plz see photo).
The chest and ear tag are missing but Steiff dark brass-toned button is
attached
to his ear. I do not know his age.
The arms and legs are bendy and the head is jointed. The hair is sparse in areas.
