    Description

    1868 letter written and signed by Thomas Ruger (1833-1907), a union general in the civil war who later served as superintendent at West Point.  1854 West Point grad, started civil war service as Lt. col. In the 3rd Wisconsin, quickly becoming colonel, and then brigadier general in late 1862.  Breveted as major general; he was military governor of Georgia (in which capacity this letter was written); he served in the army until 1897, with rank of major general.  Letter relates to a claim regarding artificial limbs.
